Summary:

You may need to change the default configuration of your SQL Server instance, for example to allow TCP/IP access. The SQL Server Configuration Manager is not an application, it is snap-in to the Microsoft management console (mmc.exe). Here is how to access it.
Details:

  1. Press WIN + R key to launch the Run command dialog, type mmc.exe, and then press Enter. If you are prompted for an administrator password or for confirmation, type the password or provide confirmation.

  2. In the management console, go to File >> Add/Remove Snap-in…

  3. Search for SQL Server Configuration manager, select it and press the Add> button to add the snap-in to the root of the console. Finally, press the OK button.

  4. Done. You can now expand the node and see the various SQL Server services and configuration tools.
